The recently enacted Economic Aid Act authorizes the U.S. Small Business Administration to guarantee additional loans under the temporary Paycheck Protection Program (PPP).

Eligible businesses who previously received a PPP loan can apply for a Second Draw loan, and eligible businesses who did not previously apply for a PPP loan can apply for a new First Draw loan.

PPP Application Forms Available

Have you obtained and used PPP loan funds in 2020? The Second Draw application form is available:  Form 2483-SD Paycheck Protection Program Second Draw Borrower Application Form. To be considered for a Second Draw loan, please complete this application and email it to your Commercial Loan Officer or CommercialLending at bankESB dot com as soon as possible. Whether you obtained your First Draw loan through us or another lender, we’d appreciate the opportunity to assist you with your Second Draw.

Did you not receive a PPP loan in 2020? A new First Draw application form is available: Form 2483 Paycheck Protection Program Borrower Application Form Revised January 8, 2021. If you or someone you know is a small business owner who was in operation on February 15, 2020, did not apply for a PPP loan last year, and is in need of a First Draw loan, funding is available. Complete this application and email it to CommercialLending at bankESB dot com as soon as possible.

Please remember that while the application deadline for this funding is March 31, 2021, funds are limited and are available first come, first served.

Eligibility for a Second Draw PPP loan

To receive a Second Draw PPP loan, an eligible business must:

  • Have received a PPP loan in 2020,
  • Have used or will use the full amount of the original PPP loan for authorized purposes (including permitted expenses) by the time the Second Draw PPP loan proceeds are disbursed,
  • Employ no more than 300 employees (with limited exceptions), and
  • Have experienced at least a 25 percent revenue reduction when comparing the borrower’s quarterly gross receipts for one quarter in 2020 with the borrower’s gross receipts for the corresponding quarter of 2019 and can substantiate this reduction.

Terms of the First and Second Draw PPP

  • Maximum loan amount of up to 2.5 times average monthly payroll or $2 million, whichever is less. For borrowers assigned an NAICS code that begins with 72 (Accommodations and Food Services industry—for information, visit, the maximum loan amount is up to 3.5 times average monthly payroll or $2 million, whichever is less.
  • Forgivable in full if at least 60% of the proceeds are used for payroll costs, with the remaining amount used for program-permissible expenses.
